应该是E吧,没道理institution同时charge $8000和$16000,所以比较的主语肯定是不同的。E补出了主语,而且用分词修饰,表明不是同一个主语。

的确,我认为本题的比较是主语比较,但是比较主语也有两种情况,句子想表达的意思是:比之charge16000的机构,3倍多的机构charge8000。所以,从这个意思上看,比较的仅仅是机构本身,而不是‘机构charge’整个结构,E中的charging作为现分定语修饰those,清楚表明的名词核心的地位;反观D选项,如果句子最后要补出as charge这个动词,那么,前部合理的表达应该是比较charge的差异。
如果将D改为: as those charge , 大家认为对么?想想如何表达“学英语的女孩和学法语的男孩一样多”-

As many girls study English as boys studing French? - right or wrong? I think it's wrong unless there is a "do" after "studying French".
Think: "学英语的女孩和学法语的女孩一样多”-
As many girls study English as study French - right or wrong? I think it right.
As many girls study English as those studying French (do) - not really right.
So I vote for D.
