rolling-admission PHD in b-school?

my question is whether B-schools take "rolling basis" admission for PHD applicants?

My definition of rolling-basis is as following: the school will devide its offers into more than one pools in consecutive time intervals, i.e. 30% offers in Aug to Oct, 40% in Oct to Christmas, 30% in Jan04 to Mar. Or rather it will collect all available applications by deadline and hammer out decision in one stroke.

I know most business schools employ rolling-admission for MBA admissions for there are thousands of applicants each year and the MBA admissions are also much more than PHD admission, which varies from 3 to 20.

Absolutely no, the phd program in business has unified admission time, and usually you will get the admission decision from late February to Mid  April. Different schools have different admission schedule, but they are all not on rolling basis. However, if you are on the waitlist, you may get the decision later than other applicants. Normally, the application for business phd is very difficult, in some sense much more difficult than that for MBA, because the admission scale is very limited, 10-30 students for around 7 majors.
