是的。这里by的意思是：▶WHO/WHAT DOES SOMETHING◀，即longshoremen and automobile workers举行的罢工。

B主要错在逻辑主语有问题，B. As secretary of labor, Frances Perkins’ considerable influence with Franklin D. Roosevelt was used to prevent，secretary没有指代对象，不能指代influence

选项D中的As secretary of labor是不是却个不定冠词啊，应该改为As a secretary of labor 吧
