上面的说法有点武断了。参考Longman中的例句

compared to/with something
used when considering the size, quality, or amount of something in relation to something similar
a 20% reduction in burglary compared with last year Compared to our small flat, Bill's house seemed like a palace.

可知D选项中的compared to并不能作为错误的标志。

C说more than 43 percent of Californians under the age of eighteen are Hispanic..

OG和新东方语法全解对compare with 和compare to 的解释为：

compare with：相同事物之间的比较，强调差异性

compare to：不同事物之间的比较，强调相似性

本题中是同一事物Hispanics under the age of eighteen在不同时期所占比重的比较，主要强调比重的变化，所以选择compare with。
