关于whether or not用法

如题：
Researchers agreed that the study of new treatments for heart attack patients was extremely important but more research was needed to determine that balloon angioplasty preceded with ultrasound was or was not any better for heart attack paients than
the balloon procedure by itself.

我想知道为什么选B，不选C。不是说whether or not出现永远错吗？

这里我觉得考的是is的用法。没有is会有歧义的，会有误解为is结构以后的比较。whether or not 这个我我以前貌似听到过新东方有这么一说。但是在Manhattan上面54页有whether to do something or not的用法。个人认为or not是简洁原则，非correctness原则。简洁原则次于correctness原则。个人理解。等待大牛更正

这道题不就是选C么？我的疑问是C中的时态为什么是现在时？agreed后面的从句不应该都应该和agreed这个过去时段保持一致？还是因为这里是事实？但不是很明显啊？求大N解释！

关于这道题prep2008语法有解释：
1.   agree that…but that…，宾语从句的平行that不能省，使句子更加清晰。
2.   need做实意动词的用法是：
need (sb.) to do sth；
need sth for sth；
sth needs n./doing/to be done(接名词性成分)；
3.   whether or not的使用：
在引导宾从的时候只能够用whether，而不能加or not，否则累赘；
在引导状从的时候必须加上or not，即whether or not。
4.   precede的惯用搭配是：A preceded by B（意思为B先进，然后A进）。
