如果D选项改为assigned to do, 也是对的吧？这样就是过去分词的修饰。
另外，我想问不管是定语从句还是过去分词，它们修饰的是那个部分？是the federal advisory committee of experts吗，觉得很迷惑。

嗯，改为assigned to do也是对的，只是assign的动作发出者不知道了(其实D选项不是语法错误，而是语义错误，for doing和to do语义不同)。这里E选项的定从和D选项的过去分词修饰的都是the federal advisory committee of experts，因为committee of experts是一个整体.

for doing是静态描述，就好像是它本来就有这个功能，长期存在。而to do有一种"趋势"的感觉在里面，是某一次特定的趋势，并不一定是长期存在的（当然这个趋势要是一直延续，那么也可以认为是长期存在，所以在一些语境下to do可以代替for doing），这个"趋势"可以衍生为“目的”、“将来”等含义。。
