但是逗号之前的and就需要加主语了呢？

因为C 的后面连接的是分词，而不是一个动词啊·····

conditions and, using the set of objective criteria derived from these analyses,decide and之后的using看做插入语，去掉以后，LZ可以看得更清楚，decide和examine平行
