Q 17 and Q24 are identical, but suggested answers are quite different.

Why not  A ?  

I just finished this test. These two different answers confused me, too. I chose A at first. But after checking the answers, I think "on condition that..."should be followed with a common clause. That is to say, it does not have to use the Subjunctive Mood which is used in A. According to the whole meaning of the sentence, the "on condition that..." clause should be in the Present Tense to express the common rules. So at present, I think C is the best answer.

Hopefully, more cders will discuss about it later!

刚刚查了一下longman，发现“on condition that+虚拟”，并不是绝对原则，但是在该字典里搜到了这样一个例句：

Two employees agreed to speak to us on condition that they not be named.

所以还是确认选A。

另外可以排除C和E的理由有：

对于C，name有动词形式，那么根据“动词优于抽象名词”原则，应该使用name的动词形式。

对于E，1. on condition of 没有这个用法；2. 在逻辑主语不明确的时候，“被动优于主动”。

刚刚搜了一下大全，发现有一题目未划线部分与joe的题略微有差异，但是并不影响句子结构，给出的答案也是A，供大家参考：

(A) that they not be named
(B) that their names will not be used
(C) that their names are not used
(D) of not being named（A）
