[求助]我很难理解william and mary了

昨天收到一封信，是william and mary的，

“I am writing with news of a change in the application process. The Admissions Committee has decided to meet at the beginning of November to review completed applications from all international students. If you are an international applicant and would like to be considered as a candidate for the Class of 2011, we suggest you have your application completed by Monday, November 4. (A list of what constitutes a complete application is at the end of this email.) Please note, submitting your application earlier than November 4 will not result in earlier consideration.

We will contact international candidates by the third week of November to let them know if they are selected for a DVD interview. Detailed instructions will be included with the request. Please do not request these instructions in advance.

Please also note the following information:

1) Applicants who do not complete their application by November 4 will still be considered on a rolling basis. ”

我就搞不懂了，是不是11.4日之后交的进入rolling basis，就基本没戏了？

郁闷才草草写完她家的essay,连GT分都么有送，是不是肯定来不及了？求助啊！
