答案选D，可是我觉得这里it指代不清啊，为什么选这个答案呢？B为什么不可以，"their"可不可以表示jet skis, water bikes?请各位NN看看。

From the meaning of the main sentenance: 'it' should refer to 'the ban', and 'the ban' violated state law. So that,'the ban' was overtuned. Any other ideas?
