为什么E不对呢？

   Answer:

1. "this" cannot refer to "rules".            run-on

2. "at least one nurse" is preferable to "one nurse at least"

this is a standard 'tong2 wei4 yu3' question.        proposed new rules...., rules.....

根据ensure 的用法：ensure + noun; 或者 ensure + that...

排除B,C,E

rules是同位语，后面紧跟的intended...是rules的修饰语啊。可以理解为 rules that are intended to...

同样的道理，后面的put through triage 是修饰patients的。

可是，我做题的时候很自然想到intended to 修饰rules，居然没有想到put through triage 修饰patients。。。该打，该打！

是不是没有with the intent of这样的用法？

只有with the intention of  和intended to 这样的用法

C选项错了，是为什么呢？Ensure 后要j加that 马?

C is wrong, because:

1."rules intending " is wrong!

2."Patients..put... " should be as close as posible!

3.as you said, no "that" after ensuring
