E：this作为代词不能只带前面的句子；改变句子结构，将同位语改为与主句并列的句子

with the intent of/intending主语就应该是state对吧？

A里be intented 是被动，所以可以修饰rules。看来intend这个动作终究还是要人发出的

另外C中如果用现在分词
                ，那么就是is做谓语动词了，rules（   ）is assigned  显然改变意思，成了2个句子，而之间没有任何连词，显然run on

我在做这个题目的时候不知道triage是什么意思．．如果知道了．肯定就不会把put through triage 和patients分开了．．现在把triage的意思贴出来．．以便跟我犯一样错误的ＸＤＪＭ们．．

这样的话．rules intended 可以看成是rules that are intended的省略了．
