When you say "important", you mean the factor is comparion-purpose important. But how can you do so? With more than 400 universities in China and much more in the world, how can the admissions differentiate the quality of each program? We can say a 740 GMAT is better than 700, but 3.7 GPA is not necessarily better than a 3.0, because there are so many variables that are hard to define but influence the weight of the GPA.
A lot of applicants here are troubled with the calculation of their GPAs. 3.4 or 3.6? That really makes no sense. A 3.8 GPA in China make LITTLE sense unless you are from PKU THU Fudan or USTC. By the way, the GPA and GMAT are in someway complentary to each other to form a general picture about your academic ability. If you have been away from campus for a long time, the weight of GPA is even less.
