我用工行国际借记卡申请Mcgill， 按PAY后， 出现 Your credit card payment was NOT accepted by the bank. Your application for admission is NOT complete and will NOT be processed without an authorized payment. Please click on the EXIT icon, log back in, resubmit this application and reenter your payment information. 请问是怎么回事， 难道工商银行的国际借记卡不能用。
