主谓不一致是个原因，而且OG还解释there is... finally underway is awkward and wordy，为什么？

我的理解是there is的意思就是：有（表示存在或发生），而under way的意思是进行中，也表示正在发生，所以重复。
而且，A选项的主谓也不一致。

ls回答得差不多了，there is a recovery finally underway 是awkward and wordy:
awkward指recovery其实不是固有存在的或自然存在的，用there is不当。
wordy是指不如a recovery is finally under way简洁。

一般出现都是最后考虑的
