Dear City Council:

    Being concerned about increasing drug use in our community, the City plan to budget some money to solve this problem: to build a drug treatment center or to increase funding to the neighborhood police precinct's special anti-drug unit for hiring of more undercover officers. The most effective ways to prevent drug abuse in our community should be cutting the source of drugs. That is why I strongly argue in favor of increasing funding to the neighborhood police precinct's special anti-drug unit.

    Although building a drug treatment center could help some people who are addictive to drugs receive medication, counseling, and support for drug problems, we have to think which proposal is the better one, and which proposal is the more effective one to prevent drug use. The drug treatment can not keep healthy people away from drugs, and can not obligate addictive people to go to drug treatment center to get medication. But community police station's special anti-drug unit can do both of them and stop drug use basically.

    The community police station can hire more undercover officers to help reduce the illegal sale on drugs and efficiently cut the source of drugs which might be delivered and sold in our community. When the drugs can not be bought in our community, the number of the drug addicts would be significantly decreased. That is another essential reason why we choose to fund the neighborhood police station's special anti-drug unit.

    To some degree, these undercover anti-drug officers also can guard the community's safety. Usually, the drug users spend a lot of money on their drugs. Once they could not afford the cost of drugs, they might rob other people. The anti-drug officers could find out who are the drug users, catch them and then send them to the existing treatment center or the hospital for therapy, which eventually reduce the hazard of some safety problems, such as robbery I just mentioned.

    Taking account of all these points, to fund hiring more anti-drug undercover officer in our community's police station is the better way to address the increasing drug use problem in our community. Thus, I recommend the City Council to fund this project of hiring more undercover anti-drug officers.
