many ppl had feared earlier in the year是用来修饰 recession, 主句是一般现在式的将来是，说明，人们担心不是发生在现在，而是在这一年的早些时候，明显是在现在之前。如果要说发生在过去，应该用一般过去式。

in the year用过去时，earlier 又隐含了一层比较，所以用past perfect
