The author assumes that the proposed mandate will suffice in itself to bring about the desired reduction in national crimes.However,the author fails to account for other conditions that might be necessary to achieve the desired outcome.Perhaps the proposed physical classes ,in order to be effective,should be accompanied by a host of other activities such as after-school moral discipline programme;or perhaps the classes should start earlier in a youngster’s academic life to have any appreciable impact on the delinquent behavior.Without considering these and a myriad of other factors that might be also necessary for the outcome,the author cannot justify his recommendation.
