这道题的答案我知道，是distribute错了。应该改成distribution.

但是，我很困惑：这三个并列成分：

a retirement fund

unemployment insurance

welfare grants

为什么（1）单复数不统一； （2）为什么同样是单数， retirement fund前面需要a, 而unemployment insurance 不需要呢？
