Put PR/passport aside first. This will be a by-product as long as you get a job somewhere.
Normally only B1 is needed for PR, so language concern for working is way more important than that for PR.
Local language is very important for you as you are reading some soft business major. The most common requirement for those business job in europe is fluent English + fluent local language. You need both at working level. (and you are fighting with some other European students who speak even more languages, familar with the culture there, and dont need the company to sponsor the working visa)
