Kellogg does offer gurrantteed loan to cover the whole expense (including tutition, room and board) up to the school's estimated total cost, which should be enough for most students. For international students, you can get this loan without a US cosigner.
You can apply for this loan in your first or second year as long as you need it. You don't have to be in second year to qualify for the loan.
