求思路呀，有一篇AWA不知道如何下手

The following appeared in the editorial section of a local newspaper:

"This city should be able to improve existing services and provide new ones without periodically raising the taxes of the residents. Instead, the city should require that the costs of services be paid for by developers who seek approval for their large new building projects. After all, these projects can be highly profitable to the developers, but they can also raise a city's expenses and increase the demand for its services."

看过了七宗罪，也写过很多篇的攻击点，但是有一些类型的完全找不到思路嘤

"the costs of services be paid for by developers" does not mean that the service will be improved;
no evidence to prove that “these projects can be highly profitable to the developers”;
there are many other ways of "improving existing services and provide new ones" by recycling resources or increasing service efficiency;
"the costs of services be paid for by developers" may drive away developers and further jeopardize the development of the city
……

（结论1）市政府应该可以在不提高（居民）税收的情况下，提高市政府服务的质量以及数量
结论2    市政府应该让房地产商来支付市政府的服务
证据1    房地产项目给房地产商带来了很高的利润
证据2    房地产项目提高了市政府的费用
证据3    房地产项目提高了对市政府服务的需求

攻击证据1 利润高和市政府费用并没有直接关系。

攻击证据2 虽然房地产项目提高了市政府的某些费用，但是这些项目和题目中市政府想（提供给居民）的服务质量以及数量没有直接联系。
攻击证据2 没有证据表明所有市政府费用都是房地产项目导致的，所以不能要求房地产商承担全部市政府费用。

攻击证据3 房地产项目本身不能怎么提高对市政府服务的需求，而是新居民对市政府服务有需求。
