已经排除了ACD 最后选择了E，OG解释是this structure indicates that construction of the buildings, rather than the earthquake, occured last year.

有表示明確時間的狀語就不應再用完成時。

一般來說像BE這種split主要在於修飾語位置差別的看是否改變原文的意思，關鍵在於區分last year究竟是修飾哪個動作的

最後一個詞性的問題請把原句完整po上來，理解句子成分建議還是聯繫前後文語境而不要斷章取義

时间状语修饰的动作不一样所以两个动作发生的时间不同

我不太清楚C选项具体是哪里不平行，retiring 和 facing 有什么区别？。还是说因为have elected 必须要接to 所以这个句子本身就是错的。
