Hello guys...please help me out with this question. My brain is drained now...

This is why such countries are prone to civil disorder, in spite of the veneer of calm such countries often present to a visitor. When people do not understand the purpose of the restrictions placed on their behavior they have a greater tendency to engage in civil disorder as an expression of their frustration.

Which one of the following is an assumption on which the argument depends?

B) A free press is better able to convey to citizens the purpose of government policy than is a press controlled by the government

D) People tend not to understand the purpose of restrictions unless they participate in their formulation

E) Civil disorder does not generally occur in countries that have either free elections or a free press

And the answer is (D). In my understanding, it means that "if people understand the purpose of restrictions, they participate in civil disorder." But it contradicts with the premise in that question.

Can somebody please tell me what (D) really means? Thank you~~~

Oops silly me!!! I know what my problem was....

the "formulation" in answer (D) means the formulation of policies, not civil disorder...
