"Last year the number of students who enrolled in online degree programs offered by nearby Omni University increased by 50 percent. During the same year, Omni showed a significant decrease from prior years in expenditures for dormitory and classroom space, most likely because instruction in the online programs takes place via the Internet. In contrast, over the past three years, enrollment at Humana University has failed to grow, and the cost of maintaining buildings has increased along with our budget deficit. To address these problems, Humana University will begin immediately to create and actively promote online degree programs like those at Omni. We predict that instituting these online degree programs will help Humana both increase its total enrollment and solve its budget problems." In this memorabilia the author presumably that the online program save a lot of budget for O, so the H should follow o to institute their online program. To fortify his opinion , the author cite that the increase of the number of students participated in online program. And he contribute the decrease in expenditures for dormitory and classroom space to the online course. However these evidence lends little credible support for the argument. Although there indeed has been the increase in the student in online program, but weather the 50 percent increase is an immense increase has not been sure. If there was just 50 students in last year , the 50 percent increase does not make a lot of sense .And the increase in the number of students does not equal to the increase of profit. Sometimes the increase in students’fee can not cover the increase in the cost of equipment and the teachers’salaries. More data are needed, like the total number of students in last year an d this year, the profit of the online program, so that we can find out weather the on-line program are really working well . Without taking other factors into consideration , the author owe decrease fin expenditures for dormitory and classroom space to the online program, which seems a little narrow. Maybe more students prefer to rent a house out of school . What ‘s more the number of students and the situation of school are quite different from these two school. Maybe there are so much students in O that the school have to open online class to relieve the pressure in dorm and students. We must treat these two university individually and avoid comparing them simply. At the end of the memorandum, the president in H advise that Humana University should begin immediately to create and actively promote online degree programs and online degree programs will help Humana both increase its total enrollment and solve its budget problems. In this point , the president based his advise on the assumption that the H have the qualification to run the online program and the program must will be a big success. But from the information we get in this memorandum, we are not sure weather there are enough teacher , money and equipment for this program. And without an investigation of the students’ interest in the program , the future of the online program is still not sure. More preparations and investigation are needed for this big program. With the budge deficit, the college should be more cautious. Facing the budget deficit, the H are quite anxiety , but it’s hight time that H should keep unperturbed and calm. Before opening the online program ,they should make more investigation in the real development of O and the local students’ interest in this . What more , they can try to find some other ways to help themselves like prompting their teaching quality to attract more students.
