Currently,with the booming development of economy,environmental pollution has brought such big problems that it has led to dramatically attention among the worfld.Some people favor the idea that individual plays an significant role in safeguard environment,while others insist that  countries are more effient in terms of handling complex environmental issue.To my way of thinking, I love the idea of latter because country has superiorities than individual on efficiency,social effect and economy.

To begin with,unlike individual,different countries can cooperate and implement legislation which limitates all the countries in the globe,solving environmental issue more efficiently.A perfect example can be found in global warming,a phenomenon caused by carbon dioxide,since global temperature continuously rise up,especially with the increase of sea level,many countries have generally come to recognize the significance of protecting environment.As a result,in 2005, more than 100 countries joint to sign on "Kyoto Protocol" and until now is following its regulations on charging the release of carbon dioxide in industry,planting numorous trees and implementing environmental-friendly equipments,etc.what's more,top environmentists and scientists from the world devote themselves to studying how to alleviate environmental problems.However,a sole person cannot fulfill above assignments.

Secondly,social effect and power of individual is not equal to that of country  owing to the country's abundant control on media,TV,and jounalism.Hardly could a sole person let all the citizens be aware of that their living condition is becoming worse throughout the Internet.Government of a country,like the USA,however,as easy access to media,can demonstrate the fact of environmental issue on "the Times" or "the Economist". In addition,government is capable of regulating prices while individual cannot.In virtually, in oder to alleviate air pollution ,government in American encourage people to cut down their gasonline consumption by incresing its price.

Someone might undermine that a high-prestige individual has huge influence among people,but what I must  emphasize on is that even if he/she is popular,the property of a sole person only account for small percentage of that of a country,as a result,a country has powerful ability to substain research on environmental issue ,deal with toxic gas and water as well as purchase valuable environmental-friendly equipments from other countries.If a new equipment or research has no finance champion,it is hard for it to survive.Meanwhile,inventing and selling environmental-friendly equipments will stimulate the exporter's economy and motivate more countries to plunge into the creation.Isn't it an ideal way which handles environmental issue and develops economy?

Therefore,I have every confidence to say that environmental issue is too complex for individual to resolve,and country have more advantages on efficiency,social effect and economy.Since country is consisted of individuals,in some sense,the effort of sole person also works.
