toefl送分未成功紧急求助

10天前电话托福送分，可是信用卡一直没有被扣钱，今天重新打电话查询，发现the score has not been sent out since the bill was failed to be paid. and the worst is that my account now is frozen and cannot use credit card for payment any more, since this is regarded by ETS as overdue bill, and the only way is to mail a check to ETS. What can I do?

By the way, the expense should be $15 for one request? need I add the $12 required by phone service or this expenses will be billed on phone call?
