关于prep里的一题

who不是只能指代人吗？这样的话D选项who引导的定语从句应该是修饰人而不是countries?而老prep对D的解释只是WHO修饰countries，表示有点小郁闷。我觉得who没有错，错误点在这句话缺少谓语，求大神指教

同意LZ，D选项最主要的错误是从句内无谓语动词，但who的指代从严格的意义上来说也是个问题。

因为，WHO的确在这里有修饰countries的嫌疑，但这不是重点，因为从句没有谓语这一点错误就足够排除选项了。
