    答案是E,很是不理解。。。

    “more than they do +省略部分”应该更合理,我觉得。而且would的添加也有待商榷的样子,不过加上似乎更好

    in choice C, "Citing ....,  votes ...." 即 citing 的逻辑主语是votes, 这是不合理的。

    choice D. 冗长,

    A new study has citied sth. in estimating votes that were cast had not been counted.

    1) votes that were cast = votes cast

    2) votes that were cast had not been 加个but也可理解为

        votes that were cast but had not been 也挺合理的。
