I think what you are asking here is something about a “conditional offer.” In the States, many schools will give you “conditional offers,” which means you will be accepted under certain conditions. Usually these conditions will be like, “you need to finish your college and manage to get the Bachelor’s degree,” or "you need to have a TOEFL score of 100.” Not every program give conditional offers. Especially those top programs, they will just accept the candidates who have already demonstrated all the competencies and requirements the school asks for.
For English standardized tests, like TOEFL, I’d HIGHLYL recommend you prepare better and get the score in the first place. Most of the top programs will not send conditional offers and give you a chance to retake it later. Hope this all helps, dude!
