The editor recommends that the city shouldkeep people from skating in Central Plaza in order to revive the prosperity ofthe plaza. Because according to the store owners’ statement, it is skateboardingthat causes the decrease in their business. Well intended the author may be, wecould not thoroughly embrace the argument unless some critical questions areanswered. First of all, we may ask whether it is the truththat the increasing people playing skateboard result in the depressionof business there. The editor fails to rule out other possible factors whichmay result in the decline in the number of shoppers. For example, thedepression of the economy may prevent citizens from going shopping frequently.Reversely, it is likely that the current depressed situation of the plazacaused by other factors indeed contributes to the popularity of skateboarding there. So the editor cannot hastily attribute the depression of business to thepopularity of skateboarding Moreover, there is still a question that whetherthe shop owners representative to reflect public opinions? Maybe there are quitea few residents who do not believe that the decrease in the owner's business isdue to the people playing skateboard. They might also appreciate this kind ofsport, in turn, the prohibition will be reckless even provoke the dissatisfactionof public. Thus, without providing us with the general citizens’ attitudestoward skateboarding, the author cannot hastily draw the conclusion thatskateboarding should be banned. Granted that the skateboarding truly resultedin the decrease of the business in Central Plaza and the owners are alsorepresentative enough. We are also confused whether the prohibition proposedwill suffice to revive the prosperity of the plaza. It is a commonsense thatbusiness is influenced by many relevant factors, such as the economy trend, theprices of products, current fad and so on. If the economy of the city ispessimistic, we can imagine that there will not be so many people shopping asfrequently as before. Therefore, we cannot hastily draw the conclusion thatprohibiting skateboarding alone will effectively make the plaza as prosper asit used to be. It is understandable that the store ownersshould strive for survival. However, the recommendation is unpersuasive beforethe editor could answer the essential questions listed above. To support theargument, the editor needs to rule out the possibility that other factors maycause the depression and ensure that the owners' opinions are representative.Besides, he ought to give us evidence showing that the prohibition will workeffectively.
