在C选项中是一个定语从句 a phenomenen是做的定语从句中is的主语吗？那most scientists agree是做的什么成分？

我突然产生了疑问，这么说就是phenomenon后面两个定语从句修饰他，后面有一题说两个定语从句叠加在一起一般是不合适的。这里怎么解释。既然是两个定语从句同时修饰phenomenon，那一定省略了一个关系代词，省略了哪个？

结合逻辑题的解释里出现的一个同结构的话：The only point the lawmaker raises that is not strictly economic is about the health consequences。这句话结构和B选项类似，把THAT放到了后面，那么说明B选项是可以当正确选项的。所以我更不明白了。
