答案是A，可是为什么D不对呢？不定式不是更好吗？这里一定只能用名词？请各位帮忙解答！

在D选项中，“to raise agriculture...”这里的raise应该是个动词，与前句里的“consumption of ...”中的名词consumption不对称。

而A中的“raising”为名词，与consumption对称，并且采用“raising”而不是“raise”的名词形式是为了强调这个上升的过程而不是结果。呵呵，不过答案里都没有用raise当成名词来用的。
