写了一篇高频机警87. “As technologies and the demand for certain services change, many workers will lose their jobs. The responsibility for those people to adjust to such change should belong to the individual worker, not to government or to business.”
Perhaps individuals should be held accountable for notadjusting to industry changes and therefore suffer the consequences. However,this does not mean that government and businesses are exempted from theresponsibilities. In fact they are partially responsible because government areobligated to protect the interests of its people and business are the driver ofthe market and technology changes. Governments are responsible because they have the power andthe responsibility to protect their people. Since every job loss will add tothe cost of unemployment and loss in tax dollars, governments, in addition tohaving the obligation, are incentivized to prepare people for the change.Government can help in two folds. One, by providing federal funding to peopleto retool themselves and by providing federal funding to local communitycolleges so that they can continuously improve their facilities and to pay theregular administration expenses.
Businesses are obligated to help because they are the marketand technology drivers. Since they are liable for most job displacement, it istheir duty to address the needs as well. Plus, they are incentivized to help.For instance, business knowledge is not always transparent. Therefore, the loss of a senior executive ora manager who knows a great deal about the business is immeasurable. To preventthe liking, business can help by offering promotion opportunities; byencouraging workers to use online seminar as a way to catch up on industry newsand practices; by sending workers to industry related conferences; by providingon-site training; and, by providing stipend for their pursuit of a MBA or anadvance degree. In sum, individuals are symbolically intertwined withgovernment and businesses. Even though individuals should be held mostaccountable for not adjusting to the market changes, both government andbusiness should be held responsible, as both are not only obligated to preventthe unfortunate but also incentivized to do so. |
