要看省略会不会引起歧义，71题activate只能和touch并列，因为encourages是单数。
75题see既可以和visit并列，也可以和continue并列，补上to比较好。

71题，to touch 和 to activate是并列的动作，其中用thereby强调了因果顺序
你touch的时候即是activate的时候，因此平行，可省to

75题则完全不一样，为什么不能省to？因为visit game parks to see rhinoceroses 后的to表示的是目的，游客visit的目的是see，不定式表目的，跟上题不是一个用法，当然不能省了
