1. do reflect, e.g. bush try to export american value to the world, reflect american's belief that their value and system are the best ( which is laughable, btw, but of course, you won't point out this in the test, )

2. not a good indicator in general, following reasons: (a) leader may not reflect people's will, e.g. authoritarian regime, another example, only 50% american voted for bush. (b) leader may reflect the nation for a certain period of time, not necessary the nation's long-lasting quality. e.g. does Adolf Hilter reflect German nation's quality?

3. there are better indicators. e.g. cultural achievement, science and tech. etc.
