Hey there! Happy to answer this question. It is very common that recommenders will not speak great English. After all, applicants every year come from all over the world! So yes, this one is an easy answer--go with the person who knows you better. From there, you can of course edit his work (ideally) or ask that he be careful to speak solid English, etc. But the language piece is the EASY part! The hard part is finding someone who knows you well enough to write a powerful recommendation. Hope this helps!

Thank JonFrank for answering my question again. My director speaks English well. She knows me better than CEO since we were working together every day. And she promised me to write recommendation when I left that company. The thing is she is Chinese. I hope admission committee will consider recommendations from Chinese and American as equals.
yes, the admissions committee absolutely will consider a recommendation from a chinese person to be equal with an american. so long as her recommendation reads well, and so long as she explains her opinions clearly, there should be no trouble at all. we are not worried about this--even one bit. good luck with everything!
