hi～ 第一次发贴。 无奈我用的是新版，不晓得老版题号是多少，所以问的问题也许和以前的贴重复，麻烦高手还是耐心看一下。
74. A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lake. (不知道下划线怎么用不了＝。＝)

答案是D 可是解释看的我一点头绪都没有。。。 "...Since the dumping continued after the date of the agreement, the past perfect verb had been allowed should instead be the present are allowed (if the agreement remained in effect when the sentence was written) or the past were allowed (if the agreement was no longer in effect when the sentence was written)..." 不理解阿 求助高手！

可我就是不明白为什么是这样？如果那个agreement 现在有效，municipalities 就是过去可以倒，现在不可以倒。为什么是用are 而不是 had been
