1）请问D为什么不对？

2）在这个定语从句中，前面用are是为了和satellites一致，那么用part是因为后面的effort是不可数的吗？

D中an effort for 15 years that has subjected 中的that修饰不清。

我记得OG上有这样的题目就是 that 和which前面有两个名词的时候可以根据句意或者that/which后面的动词形式来判断修饰的是哪个名词。

这里D中an effort for 15 years that has subjected has的出现明显是修饰an effort，所以that没有修饰不清的错误。我否定D是认为has subjected的时态错误。
