我认为，原句的意思是：

为了能够不管在牛市或熊市都取得好的（投资）结果，Asset allocators(也就是所谓的理财专家）建立各种投资组合，而这些投资组合经常以共同基金的形式（出现）。

所以，在原句中，with the intention to...是修饰动词create.

如果采用intended，则变成了修饰portfolios了，意思变为：

Asset allocators(也就是所谓的理财专家）建立各种投资组合——而这些投资组合经常以共同基金的形式（出现）——这些投资组合是用来达到不管在牛市或熊市都能取得好的（投资）结果的目的。

所以，我认为，原句用了with the intention是用来修饰create，如果选C：intended就改变了原句的意思。

而在OG212中，原句采用了aimed at修饰policy，在E中改用with aim to则变成修饰The Baldrick Manufacturing Company了，改变了原句意思，所以不对。

但这并不是说，不管在何种场合分词结构就优先于with结构，而是要看原句采用了哪种结构以及原句的逻辑意思是否合理，如果原句的逻辑意思是合理的，我们就没有理由去选用另一种结构来改变原句的逻辑意思。

所以，我认为在本题选A似乎更有道理，请各位NN指教。

这题我还是认为选A

问题是: 没有 with the intention to do sth 的结构.而有 with the intention of doing sth 的结构.

所以原题中A:with the intention to turn in good results 是 not idiomatic.

这种情况下，我认为介词短语只可能修饰谓语creat，起伴随作用，而不可能去修饰宾语。

with the intention to do sth,不符合习惯用法
