B肯定是最好的答案，因为验证的是对将来的一个预期，所以用would  A中的that of 无指代

顶一下吧！刚做了这套，Q38也错了。问题和你基本一样，感觉比较不平行啊！

为什么double的逻辑主语是spending呢？

一种解释说，spending double the 1.4% 但我觉得该数字不能和rate分开，说白了就是1.4%的增长率啊，如果中心词不是rate,那这里的rate作什么成分 

不能理解。。。

看了半天如果选B的话后半句没有谓语，expectation后that从句

expectation 后接that引导的同位语从句 谓语动词是would more than double

同意，这个我能明白。我是觉得从逻辑上：personal spending double the 1.4% growth rate 不通啊。 spending 和growth rate难道可比？
