Does MIT have preliminary admit?

Greeting:

I was rejected in R1 2009, not even an interview : (

Today I received an email from Sloan, here is the basic message:

"The 2008-2009 MBA recruiting season was a record breaker at MIT Sloan.
With over 4000 applications, we had the tough job of making decisions
among many, many qualified applicants. In a small program such as MIT
Sloan's we often receive more qualified applications then we have seats
in the class to offer."

"If you feel that you had a strong application or could make it stronger
and you consider yourself a good fit with MIT Sloan's MBA program, we
encourage you to reapply for the Class of 2012."

I
wonder whether Sloan sends this email to everyone who was rejected last
year or just a subgroup of people? I read it somewhere that some
schools will encourage specific candidates to apply again, although I
think it is very unlikely the case for Sloan.

Does anyone know anything about this?

Let me change the question a little bit:

anyone who was rejected by Sloan did NOT receive an email like the one I described recently?

I believe it is a standard letter
