但claimed 之前的逗号是否完全可以去掉？

"whom +S+V" in which whom plays as a object in the sentence..

so why cant we choose C?

who作has continued to appear 的主语，并非they say 的宾语。
they say 是插入成份。

D错在时态，have vision 发生在claim 前面，宜用完成时。
