This is similar to an ethical dilemma question, and how does the applicant make decisions based on his/her value system. In (b), how does the applicant deal with tough decisions that may be unpopular to some people. Some decisions are not as clear as right and wrong, so in part (b), did the applicant have the awareness/sensitivity that their decisions would affect other people. This might be a good opportunity to show that you are a thoughtful decision maker and not one who makes decisions at the spur of the moment. In (c), you want to show that you've done your research on Chicago's GSB program and have thought about how the program can specifically help you in situations like that. This is a behavioral question asking for a specific example so you want to lay out the situation, the actions you took and the results that occurred.
