是的，to maintain the city就是把预算拿来维持城市文化机构，是表目的的。今年去年那部分提到的预算都是拿来维持城市文化机构的。

来一个没有调整语序的翻译：一个将近17%的减少在数额上，那个数额就是前一年分配用来维护城市文化机构的。
