至于unclear whether one activity’s budget is being reduced to maintain or subsidize the other activity这句话说的是，DE会产生歧义：

(D)  has proposed a reduction from the previous year of nearly 17 percent of the amount it was allocating for maintaining the city's major cultural institutions, and to subsidize

and to subsidize不知道与谁并列，使句意看来to subsize是跟在propose后面的不定式或者是表示propose a reduction的目的（减少对维护城市主要文化机构是为了资助其他艺术群体）。 

(E)  was proposing that the amount they were allocating be reduced by nearly 17 percent from the previous year for maintaining the city's major cultural institutions and for the subsidization

这个E...不是很明白为什么答案要那么说.

而A中，这里to maintain the city's major cultural institutions 和 to subsidize平行结构很明显，不会产生歧义。

 

最后补充一下propse的搭配，基本上能搭配的方式propose都能搭配.。

是的，to maintain the city就是把预算拿来维持城市文化机构，是表目的的。今年去年那部分提到的预算都是拿来维持城市文化机构的。

来一个没有调整语序的翻译：一个将近17%的减少在数额上，那个数额就是前一年分配用来维护城市文化机构的。

引用以前哪个NN说过的一个方法：当如果里面所有词都懂还是无法理解一个题目，那就读，每天读10次，就算不懂考试时也能有语感了。

有点明白了，但是还有点疑惑，the previous year 怎么理解？为什么前边不加个in 啊，表示去年的状况？

For your information：

The previous year means the calendar year before the one you're in. Today is July 30, 2008. The previous year is January 1 to December 31 2007.

In the previous year is the last twelve months. That would be July 30, 2007 to July 30, 2008.

不过在口语里是常混用的...
