per my counselor, processing times vary, some cases are approved in 4-6 weeks, others take longer.
The school would let you begin your program while the application was still pending, so you dont have to wait for the final approval notice. You will continue to be considered in legal status, as long as you timely filed for the change (meaning before you ceased your H-1B employment).
