The consulting services are very expensive, and i am not looking at getting in Top 15, do i still need to pay those consulting services to get help with putting together my application packages?

Nobody knows your stories better than yourself.

Even if you use admission consulting services, you need to develop the stroyline first. So why don't you write your essays first, and see how far you can go. If you are really disappointed by your own essays, it is not too late to get help from admission consultants (if they can help).
