口语第五题 问题陈述需要多细致？

第五题首先要求我们陈述问题，这就有个问题，比如如下的题目：

由于纸张涨价，学校报社的开销增加了。两学生商量对策。A建议引入广告，比如餐厅、衣服什么的；B说不行，因为报社的成员已经够忙的了，而找商家是很花时间的。A又说可以向学生们收费，比如25cents，这样学生们也可以承受，B说学生们已经习惯免费了，突然收费的话可能一下子接受不了

我们在陈述时是否只需要说：

In this conversation, the students are having a hard time dealing with a problem. The expense of the school newspaper is increasing due to the rising price of the paper. And the student A offers two solutions, one is to introduce some advertisements  and the second is to charge each students for the 25cents.  然后就说自己的选择然后解释原因呢？

还是需要包括进去"因为报社的成员已经够忙的了，而找商家是很花时间的" 以及“B说学生们已经习惯免费了，突然收费的话可能一下子接受不了”这些解释呢？
