You can always look for another slot, after someone cancells/reschedules their exam.  You should definitely ask your recommender(s) to talk about your English communication ability. 

It won't hurt to start working on it.  You'll struggle in school if you can't communicate well anyway.

three applicants, whose ibt scores are 100,103,107, went to hbs from mainland this year.

however, 109 is the clearly requested line by hbs for 2008 fall

we can not forecast whether this school will strictly stick to its rule, as you hv directly contacted with adcom and got answer to this question

you also have following options:

1. apply rescoring for speaking 

2. retake a test in aug, for several re-schedule cases can be found on cd

3. forget your 107 and focus on essay

好像HBS第一次这么强调托福分数，以前都是要求过600就好，现在要求109不容易啊。不过楼主不要灰心，如果真地认为自己的背景很好，那就在努力考一次，肯定行的。
